If you haven't grabbed it yet, visit the Age of Magic and take down Frauki Capo in the Water Ruins. Once the boss is defeated, the manual will appear in a chest.
While you can enter the Water Ruins early, many areas remain blocked until you reach the end of the main quest. After you speak to the adventurer in Littlehope Village about the crumbling wall, you will finally have the clearance needed to reach the sword’s location.
Once inside, head through Sublevel One and take the newly uncovered path to the east. Move into Sublevel Two and solve the switch puzzle: head northeast first, then head right. You will find the Blue Water Ruins Key inside a chest. With the key in hand, head back north and clear out any enemies—now that the water is drained, you can access the blue door. Inside, you will find a large chest containing your new sword.
